This transformer was listed for sale via the 0 gauge section of eBay.fr, although a little searching suggests it has no real railway connection. Perhaps used in connection with Hornby, JeP or similar high voltage locomotives? Dynatra were known for radio and valve test equipment, so any connection is tenuous at best. The transformer appears to accept input voltages of 110 and 220v, with the meter calibrated accordingly. The control knob indicates lower output voltage to the right (devolteur) and higher to the left (survolteur).
