This is how the windmill should look, courtesy of an anonymous eBay seller. The building and roof are both tin, and the toy, with pulley on the back, was probably designed as a steam toy accessory. Maker unknown.
I strongly suspect that this windmill is missing a base - the base could have looked like the Bing example below, but I am guessing.
