The wording in the illustration appears to say B-C Models 1001 Streamlined Passenger Car. The sides seem to be stamped metal, with a wooden floor and roof. I am guessing that the two packets hold the car ends, and perhaps small detail parts, with the choice of trucks, wheels and couplings being left to the builder.
